Abstract

The article presents the author's vision of the mutual influences that have occurred in the processes of professionalization of cultural managers in Latin America and Spain. It analyzes the evolution of the configuration of cultural policies within the framework of public policies and their human resource needs to carry them out. It situates this reflection in the period of Spanish democratization and the democratic changes in some Latin American republics, but also in accordance with the processes of the international community of the Mexico Conference on Cultural Policies and the world decade of development promoted by UNESCO. The emergence of the concept of cultural management and the implementation of new practices in the management of culture is structured in a broad exchange and transfer of knowledge between Latin America and Spain. The factors that have contributed to these dynamics are analyzed and the actors in these processes are presented. Among them, cultural cooperation is presented as a practice of international relations with its own characteristics that allow a greater transfer and mobility of people with a broad impact on the countries of origin. The growth of cultural cooperation flows of public agents and civil society in the Ibero-American space represents the most decisive element in the professional configuration of cultural management with a very promising future.
